He was a diplomat, economist, journalist, politician, lawyer and military rioplatense of outstanding performance in current Argentina, Paraguay and Upper Peru during the first two decades of the nineteenth century.

He participated in the defense of Buenos Aires, capital of the Viceroyalty of Río de la Plata, in the two English Invasions -1806 and 1807- and promoted the emancipation of Spanish America from Spain by supporting the aspirations of Princess Carlota Joaquina in the region, although without success.

He was one of the main patriots who promoted the May Revolution, for which Viceroy Baltasar Hidalgo de Cisneros was removed, and was a member of the First Government Junta that replaced him.

It fought in the war of Independence of Argentina against the realistic armies. He was the leader of the military expedition that the Buenos Aires junta sent to Paraguay, which ended when he celebrated the confederal Treaty between the juntas of Asunción and Buenos Aires, in 1811. He was also the head of one of the Liberating Expeditions to the Banda Oriental.
